Highway Patrol Synopsis :

En lille by i Nebraska 1968. Efter en kort tjenestetid i Vietnam og et ophold i fængslet er den uforbedrelige slemme fyr og typiske sorte får, Frank Roberts (Viggo Mortensen) tilbage i Nebraska med en lang række voldsdomme bag sig og en gravid kæreste Dorothy (Patricia Arquette). Hans bror, den lokale sherif Joe Roberts (David Morse), er en mand, der har viet sit liv til at hjælpe andre, hans kone (Valeria Golino) og hans barn - og til at få gjort Frank til en ansvarlig mand.
